You can apply for accreditation to perform technical studies and inspections in the field of human environment, subject to certain conditions.

The Minister of the Environment may grant an accreditation to natural and legal persons who must carry out various technical assessment and inspection tasks in the context of environmental protection, in accordance with the Law of 21 April 1993 on the accreditation of environmental operators.

The Environment Agency is responsible for processing accreditation applications relating to the human environment.

Who is concerned

Any person, whether natural or legal, pubic or private, wishing to perform assessments and inspections in the field of human environment that require accreditation (for example: engineering consultancies, energy consultants or artisanal businesses).

Only accredited individuals may carry out certain activities, in particular those which are regulated.

Prerequisites

To be accredited, you must meet the following conditions:

  • have solid certified technical or professional training. However, this condition is not mandatory for natural and legal persons under private law who hold the governmental accreditation required by the legislation on business permits, and the legislation regulating access to certain specific professions;
  • be able to demonstrate satisfactory knowledge of the legislation relating to the technical tasks you will be performing, and sufficient practical experience in performing those tasks;
  • have the necessary technical resources and, where appropriate, the necessary staff, to perform the tasks in connection with your assignments in an appropriate manner;
  • have access to the equipment and information required to undertake the assignments in an appropriate manner;
  • have the skills required to draw up the certificates, statements and reports that formalise the assessments and inspections that they have carried out;
  • have the necessary legal, technical and financial independence to carry out your assignments appropriately.

Unless in exceptional cases, you are ineligible for accreditation if you are one of the following:

  • the designer, provider, developer or entrepreneur of the project subject to technical assessment or inspection;
  • the authorised representative of one of the aforementioned persons.

Provided these conditions are met, you can be accredited in one or more skill points.

Deadlines

The Environment Agency is not bound by time limits to process your application.

The accreditation shall be issued for a 1- to 3-year period, in accordance with the skill points and the skills and experiences of the applicant. To renew your accreditation, you must apply at least 3 months before its expiry date.

How to proceed

You can make your accreditation application at the Environment Agency online via MyGuichet.lu (see 'Online services and forms').

This procedure requires a LuxTrust product or an electronic identity card (eID).

The information you need to provide and the documents you need to submit when filing your accreditation application are listed in the forms and on the emwelt.lu website.

Note that applying for accreditation does not exempt you from carrying out the other formalities regarding the business permit.
